The Flagship Collaboration Fund
Collaboration is a key principle of the Flagship initiative. Of the A$480 million provided by the Australian Federal Government over seven years, A$114.5 million has been allocated to enhance and reinforce the development of collaborative partnerships which reflect the National Research Priorities.
The Flagship Collaboration Fund includes a contestable collaborative research program (which offers funding for Flagship clusters and projects), visiting fellowships and postgraduate scholarships.
Types of Flagship collaboration funding available
Guidelines and details of how to apply for funding are available under each type of funding listed above.
Prospective applicants should contact the relevant Flagship to discuss their proposals prior to the submission of any application for funding.
Funding agreements
The use of standard agreements helps to ensure that collaborative activities can commence quickly.
CSIRO has developed simple and brief proforma contracts for use with the:
- Flagship visiting fellowships
- Flagship postgraduate scholarships.
For Flagship clusters and projects, CSIRO will provide a precedent contract to parties whose applications have been accepted.
The precedent contract for Flagship projects has been refined in consultation with universities and is now at a point where changes should only be necessary for reasons specific to a project.
Financial and reporting obligations
Each Flagship project and each Flagship visiting fellowship will be managed as a separate project with its own budget, financial and project milestones, and end date. In the case of a Flagship cluster, all joint projects will be grouped for reporting the performance of the cluster.
It is the responsibility of the Project Leader, Cluster Leader or Fellow to ensure that financial reports and project reports are completed on time. Complete details of the reporting obligations and timelines will be given in the individual Funding Agreements.
Cluster Leaders and Project Leaders are required to provide a financial report on their clusters and projects to the Flagship Director at the end of each financial year and at the conclusion of the cluster or project.
Fellows are required to provide a financial report on their project to the Flagship Director at the conclusion of their fellowship.
Financial reports are to be submitted in a standard format, to be provided by CSIRO.
Program performance framework
Flagships are managed according to CSIRO's program performance framework which aims to ensure the achievement of project objectives and the appropriate use of resources.
Activities funded through the Flagship Collaboration Fund, especially in relation to projects and clusters, will be expected to operate under the program performance framework so that it provides a complete picture of Flagship work.
