DESCRIPTION:

A wide view of a busy port shows a warehouse full of product, trucks loading or driving along, and a cargo ship loaded with freight.  A seagull flies past. The words “Biosecurity Risks” appear along with yellow risk icons with question marks and red risk icons with exclamation marks.

NARRATOR:

Enabling trade while preventing the spread of pests and disease is a complex balancing act.

DESCRIPTION:

We zoom out to see there is more to the busy trade than previously shown. The land connected to the port, a few port warehouses, and one of the cargo ships have yellow risk icons with exclamation marks on them. Two different country flags wave in the wind near each of the two cargo ships.

NARRATOR:

Many factors influence biosecurity risks posed by trade.

DESCRIPTION:

Two negotiators from the Department of International Trade & Biosecurity converse.  At their table are the two country flags from before and a plate of lemons.  The screen splits in two to show a grower inspecting lemons on a tree in their orchard.  A third screen split shows a biosecurity officer at the docks inspecting a container of lemons on arrival at a destination port. All of the people look at the camera together.

NARRATOR:

An innovative model developed by CSIRO allows industry and regulators to systematically assess these factors and find the best measures to manage biosecurity risks.

DESCRIPTION:

A laptop screen shows the CSIRO website on the PRReSTo webpage. A mouse clicks a box on the PRReSTo webpage. The Risk Framework webpage appears. On this page is the Consignment Stage, showing the three stages (Production, Post Production, and Post Border) and four objectives.  The four objectives have several icons on each. We zoom in on three primary objective icons that all connect to each other and to several smaller blue icons.

NARRATOR:

PRReSTo, the Pest Risk Reduction Scenario Tool, is available online.

DESCRIPTION:

An orange output arrow extends from the three primary objective icons and points to a meter labeled “Pest Risk”.

NARRATOR:

Based on the CSIRO phytosanitary risk framework, PRReSTo models the risk of pest infestation in fruit for trade.

DESCRIPTION:

A new webpage of PRReSTo’s website appears, focusing on Expected Pest Abundance and Expected Host Vulnerability. Each category has a low, moderate, and high sliding scale.  A mouse adjusts the scales up or down.

NARRATOR:

To start, set the background risk factors of pest abundance and host vulnerability.

DESCRIPTION:

The webpage moves forward to a page with three categories: Measures to minimize Pest Exposure, Measure to minimize Host Vulnerability, and Measures to reduce Host Infestation Rates. Each category has three drop down menus.  A mouse clicks on a few drop-down menus to choose the right option.

NARRATOR:

Then adjust for risk reducing measures such as pest management, quality grading, or consignment treatments.

DESCRIPTION:

A page labeled “Inspection Options” appears with three drop-down menus. The mouse clicks one of the drop-down menus and chooses an option.

NARRATOR:

Finally, set inspection options.

DESCRIPTION:

We zoom out on the laptop with the PRReSTo webpage up.  A bubble with a stack of papers inside labeled “Scientific Evidence” appears at the top left with an arrow pointing to the laptop. Another bubble with a scientist talking, labeled “Expert Judgement” appears on the bottom left with an arrow also pointing to the laptop. Another arrow extends from the laptop to a graph titled “Fruit Infestation” with low, moderate, and high graph bars showing the likelihood of infestation. A mouse changes the factors on the PRReSTo webpage and the graph changes levels accordingly.

NARRATOR:

Parameters can be set based on scientific evidence or expert judgement. As each factor is adjusted, PRReSTo calculates the likely percentage of invested fruit.

DESCRIPTION:

The two negotiators from earlier float comfortably next to a set of three sliding scales labeled “Mitigation Measures”.  They change the factors and the word “Acceptable” on top of the sliding scales changes colors from red to green while dropping below the dotted line.

NARRATOR:

Alternate scenarios can be tested until a risk level is achieved that is acceptable in the target market.

DESCRIPTION:

Back to the scene with the two negotiators at a desk with a plate of lemons.  One negotiator holds a stack of papers titled “PRReSTo Data Report”. They chat back and forth.

NARRATOR:

When scientific data is used, PRReSTo can inform market access negotiations by quantifying the effectiveness of proposed phytosanitary measures.

DESCRIPTION:

We are back at the birds eye view of the port. Ten Measure Category Icons appear at the bottom of the screen.  Four of them are marked with small question marks in yellow circles. These become green check marks and the red triangle icons become checkmarks in green shields.

NARRATOR:

Even when expert judgements are used, PRReSTo is a powerful tool to compare measures and prioritise data needs.

DESCRIPTION:

A globe appears with planes and cargo ships rotating around it. The ten measure category icons circle around the planet with the four objective icons in the widest circle around everything.  All of the icons rotate clockwise.

NARRATOR:

PRReSTo is a world first, guiding the selection of the least restrictive biosecurity risk management measures needed for safe trade.

DESCRIPTION:

The globe turns into the CSIRO logo.  “Phytosanitary risk tools” appear on the screen with eight icons underneath.  The website appears between the CSIRO logo and the icons. Everything disappears and is replaced by the words “Funded with the support of Hort Innovation”. That also disappears and the video ends on the CSIRO logo with the words “Australia’s National Science Agency” underneath.
